We bolt the ledger board to the house framing instead of just nailing it, and we flash it so water runs off the siding instead of behind it, which is where most of the rot we get called out for actually starts. Footings go below the frost line even on a small deck, because a footing that's too shallow heaves a few tenths of an inch every winter and eventually the whole frame racks. We use stainless or hot-dip galvanized hardware with treated lumber, since the chemicals in modern treated wood eat through cheaper coated fasteners in a few years. That's the difference between a deck that's tight in ten years and one that's wobbling in three.
